Students recommended for membership must meet the following criteria:
- They must be a junior or senior
- They must rank in the top one-third of their class.
- They must have done superior work in some phase of journalism or school publications work, such as writing, editing, business management or production, meeting all deadlines loyally and devoting much time and positive attitude to involvement on the staff.
- They must be recommended by the adviser of the staff on which they serve.
- They must participate in a sanctioned initiation ceremony.
- They must be approved by the executive secretary of the national organization.

| Induction to Quill & Scroll begins with outstanding performance in journalism classes and superior performance on at least one publications staff. The Quill & Scroll Honor Society meets annually to induct new members and honor outgoing seniors. |
